AHMEDABAD ROUND TABLE 40
A CAR Rally usually conjures up an image of Taveras, Jeeps, and other Utility Vehicles bumping its way across unfriendly terrain with a rally-hardened team navigating rivers and ditches and finally finding their mud-spattered way into an auto magazine. But the car rally coming up this season is a rally with a difference. A race which tests not only the skill of the driver, but also the temperament and determination of the navigator — in this case, a visually impaired person.

ROUND TABLE BlIND PEOPLE CAR RALLY
Ahmedabad Round Table (ART 40) is associated with Blind Peoples car rally since last 12 years. The rally was conceptualized by ART 40 and now we are proud to say many cities have now taken up this cause. To highlight the difference between ‘sight’ and ‘vision’, the rally has a driver who can see but will be guided by a blind person who can ‘visualize the route through a chart which is given to him only in Braille.

WHO ARE BENEFITED BY THIS RALLY?
Such a rally encourages the sightless to go in for adventures showing that nothing is impossible. The rally is aimed at creating public awareness about the potential of the blind and developing a feeling of competition among them. It is a car rally with a difference

| 1.3 RULES: |
The rules are simple. Participants will be given a road map (written in Braille) just a few minutes before the start of the competition. The visually impaired navigator will direct the way to reach the goal. Simply put, the participant visualizes the route through a chart given to him in Braille and the driver follows his or her instructions. The duo will not only have to make their way through busy streets of the city but also find the proper route in the countryside (covering a distance of nearly 80 kms in total) before returning to the starting point.
All calculations followed the TSD (time-speed-distance) method. Timing is important and a team may actually lose points if they reach a particular point earlier or later than the stipulated time. The challenge for the visually impaired navigator, therefore, lies in reading the Braille map perfectly. |

| Art.3 Rights & Obligations of the organizer |
3.1 The organizer may issue any Competitor Information Bulletins (CIBs). Written instructions when issued shall be signed by each competitor / entrant as proof of receipt and shall have the same legal force as these supplementary regulations. All CIBs will be communicated via dated and sequentially numbered bulletins. These bulletins shall have the force and will constitute an integral part of these regulations and will be posted at the official notice board. Details of the official notice board should be mentioned in the SR.
3.2 The provisions of the present regulations may only be amended according to the International Sporting Code of the FIA. The organizing committee and the stewards of the meeting reserve the right to amend the prescriptions of the present regulations according to the circumstances and cases which arise. Competitors will be informed of any amendments as soon as possible. Any amendments / additional provisions will be announced by dated and sequentially numbered bulletins which are an integral part of these regulations. These bulletins will be posted at the official notice boards and will also be directly communicated to the competitors.
3.3 The Panel of Stewards are empowered to take a decision on any case not covered by the present regulations.
3.4 The interpretations of these regulations and decisions regarding any unforeseen circumstances shall rests with the Steward/s of the meting.
3.5 The organizers may at their discretion abandon, cancel or postpone the event in case of unforeseen circumstances as per the International Sporting Code of the FIA.
3.6 Under no circumstances will an entry to this event be refused without assigning proper reasons thereof
3.7 The organizers and / or the Clerk of the Course may appoint Judges of Fact, whom have to be named either in the Supplementary Regulations or in a CIB along with a specific duty of what is to be judged. |

| Art.4 Rights & Obligations of the organizer |
4.1 Any person / legal entity may enter an event.
4.2 Every driver / Navigator should be a holder of a currently valid Civil Driving License issued by a competent authority. If the entrant is different from that of the driver / navigator, then an appropriate entrant license is a must.
4.3 It is not necessary for the passengers other than the driver / navigator to hold competition licenses and provided they do not drive.
4.4 Driving licenses, registration, valid insurance and taxation books for the vehicle must be produced for inspection to the Secretary of the Meet or the documentation staff along with the entry form
4.5 A letter of authorization for use of the vehicle must be produced from the owner of the vehicle in case he is not a member of the crew
4.6 This being an event of road going character, it is compulsory for competitors to be insured for personal accident insurance. Entrants / Drivers attention is particularly drawn to the fact that normal motor policies issued in India do not provide cover for motor sports. Special insurance cover is mandatory.
4.7 Under the laws of India, any accident out of which a claim may arise should be reported to the nearest police station.
4.8 Under no circumstances will any competitor, crew member, marshal or official admit any liability or sign any form or paper which may admit or indicate liability of the Sponsors and / or the organizers in any accident or incident which may arise
4.9 Any indemnity and / or declaration as prescribed if signed by a person under the age of 18 years shall be countersigned by that person’s parent or guardian whose full name and address shall be given. Failure to do so will result in the competitor not being allowed to start. |

| Art. 5 Acquaintance with and submission to rules : |
Every person, or group of persons, organizing a competition or taking part therein :
1. Shall be deemed to be acquainted with the International Sporting Code of the FIA.
2. Shall undertake to submit themselves without reserve to the above and to the decisions and consequences resulting therefrom
These are the conditions precedent, attached to the submission of entries and taking part in an event and all competitors participating in the meet shall be bound by them and also the rules and regulations hereinafter set out or amendments made thereto.
All competitors must sign the indemnity and declaration which are printed on the reverse of the Entry form. |

| Art. 6 Safety |
Competitors are advised that start will be denied to those who do not conform to the following safety requirements. See also the Supplementary Regulations of a specific event.
Four Wheelers
i) All the electricals of the vehicle should be working and the vehicle should be road worthy
ii) Seat belts for both the front seats and the crew are compulsory.
iii) In case of a TSD event, helmets are recommended for all crew members in the participating vehicle. In all other speed event, helmets are compulsory
iv) First aid box
v) Seat belts for passengers are compulsory.
The Clerk of the Course or his nominated officials may at their sole discretion exclude a competitor who is deemed unfit for reasons of health or consumption of alcohol or drugs.
The General Safety while conducting an event shall comprise of :
1) Competitors Safety
2) Safety of the Public / Spectators and
3) Safety of the Officials
Competitors Safety
Equipped ambulances, medical officers, para-medic staff, motor sport insurance, hospitalisation assistance and fire extinguishers
Safety of the Public / Spectators
Consists of barricading zones between the course and the spectators / public, fire extinguishers in case of temporary stands, PA systems, third party insurance, proper policing / security.
Safety of the officials
Location of the officials (specially location of marshalls), essential clothing, communication, use of first-aid kit, insurance, fire extinguishers and basic knowledge of handling incidents which will comprise of extrication of competitors and giving basic first aid till medical help arrive.
In the Supplementary Regulations of an event, the tickets / entry passes and on the reverse of all the officials’ badges shall bear a warning “Motor Sports can be dangerous” in bold letters. Also in smaller letters “Despite the organisers taking all reasonable precautions unavoidable accidents can happen. In respect of these you are present at your own risk”.
The Safety aspects of a motor sport event which basically is a adventure sport cannot be undermined. The more the safety precautions taken, the better they are. |

| Art. 7 Vehicle's eligibility |
7.1 All vehicles must be individually licensed for the road
7.2 The insurance of each vehicle against Third Party risk is the minimum requirement as per the Laws in India. The proof that the vehicle is insured will be required prior to the closing of entries. |

| Art 8 Scrutineering |
Scrutineering is a process, wherein the competing vehicles / competitors are checked for conformity to the rules. The scrutineering is normally carried out at the beginning and at the end of an event. It can also take place during an event. The Scrutineering done at the beginning of the event is termed pre-event scrutineering and is limited to checking of safety features, conformity of the vehicle to the eligible group / class. The necessary documentation like entry form, driving license, insurance, RC book, safety clothing, helmets of the competitor are also checked.
The Scrutineering done at the end of the event is termed post-event scrutiny and a detailed check on the vehicles for conformity to the technical regulations is checked. The competing vehicles are put in parc-ferme which is lifted only at the end of the protest period upon approval by the Stewards.
The scrutineering done during the running of the event are generally reserved for major events which count towards National status and above.
The details of these scrutineering will be published in the official programme of the Supplementary Regulations for a specific event. |

| Art. 9 Entries |
For entry fee structure, maximum, minimum number of entries and condition of entries see Supplementary Regulations of a specific event
9.1 Entry forms which are not complete, except as permitted by the regulations or which are not accompanied with the appropriate fee may be rejected
9.2 No amendments may be made to the entry form which has been submitted, except in the cases provided for in the regulations
9.3 By the very fact of signing the entry form, the entrant as well as the driver, navigator and crew submit and bind themselves to the prescriptions of these regulations.
9.4 An entry form which contains false and / or incorrect statements shall be deemed null and void and the entrant may be deemed guilty of breach of the International Sporting Code of the FIAI and these regulations and the entry fee may be forfeited and the competitor excluded from the meet.
9.5 Entry fee will be refunded by the organizers only in the following circumstances
a) If entry is not accepted
b) If a ‘Reserve entry’ is finally not accepted
c) If the event is cancelled
9.6 The entry list must be published and the time of publishing of the same must be mentioned in the SR. |

| Art.10 Starting Order |
| See Supplementary Regulations of a specific event. It must be specified if the start order is by seeding or by draw of lots and provisional starting order to be published. The time of publishing of provisional start order must be mentioned in the programme. |

| Art. 11 Results |
| Provisional results will be put up on the official notice board as per the official programme. |
|
| |
| Art. 12 Parc-Ferme |
| If competing vehicles are to be placed in parc-ferme details thereof will be mentioned in the SR. |
|
| |
| Art.13 Protest and Appeal |
Protest : Protest if any, should be lodged within 30 minutes of the announcement of provisional results which will be pasted on the notice board at the paddock. A protest fee of Rs.5000/= must accompany each protest. In case the protest involves a clearly defined part of a car requiring dismantling and reassembly, an additional sum of Rs.3000/= must accompany the protest. In case the protest involves the whole car, the additional sum of protest fee is Rs.6,000/=.
Lodging of protest : Every protest shall be in writing and accompanied by a fee of Rs.5,000/=. This fee may only be returned if the protest is upheld.
To whom addressed : Protests arising out of a competition shall be addressed to the clerk of the course or their assistant if such exists. In the absence of the clerk of the course or of their assistant such protests should be addressed to any of the stewards of the meeting.
Protest time limit :
a) A protest against the entry of a competitor or driver, or against the length of the course must be lodged, at the latest, two hours after the closing time for the official scrutinizing of the vehicles.
b) Protests against a handicap or make up of a heat must be lodged at the latest one-hour before the start of the competition.
c) A protest against a decision of a scrutineer or weighing official shall be lodged by the competitor in question immediately after such decision has been made.
d) Protests against any error or irregularity occurring during a competition, referring to the non-compliance of vehicles with the regulations and concerning the classification established at the end of the event shall, except in circumstances which the stewards of the meeting consider as physically impossible, be made within thirty minutes of the official publication of the results. Competitors shall be advised in advance of the place and time of such a publication either by the Supplementary Regulations or one of their appendices or by the programme. Should it be impossible for the organisers to publish the official results as stated, they shall issue, at the time and place fixed, accurate details concerning the measures they intend to take regarding the classification.
e) The stewards of the meeting shall treat all protests referred to above as urgent. In the case of a split vote amongst the stewards of the meeting, the chairman of the stewards shall have the casting vote.
Appeal : The appeal against any decision of the stewards must be made in accordance with the International Sporting Code of the FIA |

| Art.14 Competition Numbers |
| Competition numbers will be supplied by the organizers and handed over to the competitors at the time mentioned in the official programme. |

| Art.15 Publicity / Advertising |
| Advertising on competing vehicles is allowed. |
|

| Art.16 Competitors conduct |
| Competitors are forbidden under pain of exclusion to behave in an unsporting manner. |
|

|
| |
| Art.18 Time intervals |
| Between two competitor: Minimum one minute for two wheelers and minimum 1 minutes for 4 wheelers |
|
| |
| Art. 19 Crew |
| Each four wheeler's crew will be made up of a minimum of 2 and a maximum of 4 persons. |
|
| |
| Art. 20 Speed & Distance / Driving time / Rest Period |
Speed and Distance
The maximum speed for any section cannot exceed 55km/ph, in which case, helmets for the driver / co-driver is compulsory. In all other cases, the maximum speed for any section should not exceed 42 km/ph.
Driving times
The following limits shall not be exceeded except in case of force majeure and that too, only with the authorisation of the Steward/s.
Maximum driving time will include exclusion time / maximum permitted lateness.
Maximum driving time for each competitor will not exceed 12 hours in any continuous 24 hours period. Maximum of 3 hours may be added to this total for regrouping halt/s.
Compulsory Rest Period
i) Leg of a duration of less than seven hours
Compulsory rest period must be atleast equal to the duration of the leg. Where such a rest period is five hours or less, then it shall be considered to be “driving time” for the purpose of calculating “driving times”
ii) Leg of a duration of seven hours or more
The minimum rest period will be nine hours. |

| Art. 21 Time Card |
A time card will be issued to each competing crew at the start of the rally. Responsibility for the time card rests solely with the crew until it is handed back to an official or marshal of the rally.
In the time card the following details will be given
a) Competition number
b) Name of the driver
c) Make of the car
d) Registration Number
e) Starting time
At every control, the crew must ensure that the time card is signed by the marshal and the marshal’s card is signed by the competitor and (except in the case of passage controls) that the correct time is entered.
Competitors are themselves responsible for the presentation or collection of the Time Card at the various controls and for the accuracy of the entries in the Time card. The time card must remain on board in the vehicle for the duration of the event and must be presented personally by a member of the crew at all the control points.
Officials are permitted to modify an entry which they have made but in such cases they must score out the original entry and replace it by a completely new one which must be re-authenticated by a further signature. Any entry which appears to have been tampered with may be deemed not have been made and may result in exclusion for the competitor.
A competitor losing his time card or not having it completely and correctly filled in may be excluded The time card is the property of the organizers and upon retirement for any reason whatsoever MUST be returned to the organizers without delay. |

| Art. 22 Route chart / Road book |
Each competitor will be issued a route chart one minute before his / her starting time.
The route chart will be in “Tulip” and will detail the route to be followed during the rally. It will also give the average speeds to be maintained.
Competitors must report at every control in order and direction in which the controls have been scheduled by the organizers. Any infringement may entail exclusion. |

| Art. 23 Infringement |
i) Traffic laws and speed limits must be strictly observed
ii) The laws in India require that anyone involved in a notifiable accident must stop and report it to a nearest police station without delay
iii) If in the opinion of the organizers any competitor is seen to be driving or riding in a fast or dangerous manner he / she shall be excluded at the discretion of the stewards |

| Art. 24 Finish |
| i) No vehicle may be moved other than by its own power by a competitor except |
a) By outside means for the minimum distance necessary to extricate it from difficulty and place it back on the road
b) By gravity
c) By its own crew |
| ii) Special communication gadgets like pagers, cellular phones, wireless radios etc. are forbidden in the competing vehicle / on competing person. Any infringement may entail exclusion. |

| Art. 25 Classification |
In order to be classified as a finisher, the competitors must :
i) Check in to controls in the direction set by the organizers. A competitor can miss a maximum of two controls
ii) Pass the finishing line and place the vehicle in the Parc Ferme
iii) Finish the event within the Maximum Permissible Lateness (MPL) |

| Art. 26 Control Generalities |
All control i.e. time and passage control will be indicated by means of one red banner placed on the left side of the road. The time will be recorded and endorsed at this point.
Controls shall be ready to function 30 minutes before the target time of the passage of the first vehicle. Unless the Clerk of the Course decides, they will cease to operate 30 minutes after the target time + Maximum Permitted Lateness (MPL) for the last competitor.
Official distances of the time controls and passage controls will be disclosed to the competitors at all controls after check in formalities are completed.
It is strictly forbidden under the pain of exclusion
i) To enter a control from any direction other than that of the rally
ii) To re-cross or re-enter a control once checking-in has taken place at this control
The stopping time at any control must not exceed the time necessary for carrying out control operations.
Crews are obliged to follow instructions of the marshal in-charge of any control points. Failure to observe this may lead to exclusion from the event at the discretion of the Stewards of the meeting.
Stopping in sight of a control or reversing away from a control would incur a penalty of 50 penalty minutes / 3000 penalty seconds. The chief post marshal’s decision in this case is final. |

| Art. 27 Time Control |
At each control one crew member must leave the car to present the time card to the official for endorsement
The time recorded will be the time the competing vehicle crosses the red flag of the control
The time will also be entered on the marshal’s sheet, which must be signed by the competitor. In case of any difference in the time recorded on the Marshal’s sheet and the time card, the time recorded on the marshal’s sheet will be final.
It is the sole responsibility of the competitor to ensure that the time entered on the marshal’s sheet is correct
The time will be recorded to the previous full minute or second as per the Supplementary Regulations of a specific event. For eg. 08 hours 30 minutes and 5 seconds and 08 hours 30 minutes and 59 seconds will both be recorded as 08 hours and 30 minutes. In case of recording to the second, actual seconds will be recorded.
In case of recording to the second, the starting time at this TC will be the next full minute. For ex. In TC2, the check-in time is 08 hours 30 minutes and 5 seconds; the start time at TC2 will be 08 hours and 31 minutes. |

| Art. 28 Passage Control |
| This may be established at various places in the route in order to ensure that competitors cover the correct route. At these passage controls, the time cards will be signed by the official and time will not be recorded. |

| Art. 30 Rankings |
| Competitors will be ranked in ascending order of penalty seconds / minutes incurred by them i.e. the competitor with the least penalty seconds / minutes will be ranked first. |

| Art. 31 Tie Breaker |
In the event of a tie the competitor who has missed the least number of time control will be declared the winner for the position tied for. In case the time is not resolved, the competitor with the higher number of sections completed with 0 penalty seconds / minutes will be declared the winner of the position tied for. If the tie is still not resolved, then the competitor with the higher number of 1penalty second / minute will be declared as the winner of the position tied for and so on. If after applying the above tie breaker, the tie is still not resolved, then the competitor who has gone the furthest from the start of the event without incurring any penalty seconds / minutes will be declared the winner of the position tied for. If the tie is still not resolved then the competitor who has gone the furthest from the start of the event with the least penalty seconds / minutes will be declared the winner of the position tied for.
If after applying all the above possible formulae for breaking the tie, the tie is still not resolved, then and only then will the competitors be declared as joint winners of the position tied for. |

| Art. 32 Safety |
i) Competitor’s safety
All TCs, if possible to carry a first-aid box.
The organizers of the event must ensure that the hospitals en-route the rally and perhaps slightly off the route are informed of the event and suitably prepared to receive any causalities. It is highly advisable that the address / contact numbers of these hospitals are communicated to competitors and officials alike.
Use of fire extinguishers is recommended at pre-event, post-event scrutiny bay, parc-ferme and at start and finish venues.
ii) Public Safety
The organizers while finalizing the road book (tulip charts) to ensure that when the rally passes through crowded villages, towns, exclamation marks (!) signifying caution be used and to see that the speed restriction are applied to at these areas.
Drivers are given a proper briefing and / or at least a briefing note explaining the above.
iii) Officials Safety
Location of the time controls to be in a safe area keeping in mind protection from the sun, undergrowth near the control (in case of snakes, scorpions etc), proper clothing and sufficient fluids including water for avoid de-hydration / sun-stroke for long durations while manning controls. Marshals also to have knowledge of rendering first-aid, fire-extinguishers and carrying of first-aid box is recommended. |
